GENERAL QUALIFICATIONS

Brian Finch has over 17 years of professional experience that includes the investigation and remediation of many industrial sites involving hazardous materials and waste. Responsible for managing and supervising site assessment and remediation activities for ISRA clearance, RCRA, DOD and EPA corrective action and underground storage tank closure projects.

Additional project management responsibilities include developing compliance and/or project clean up costs, reviewing, interpreting and summarizing laboratory and field analytical results and site findings for technical report development, interacting with agency case managers, attorneys and clients regarding the management and progress of assigned projects. Also responsible for conducting environmental audits in accordance with ASTM standards, supervising monitoring well installations, soil boring activities, cause-and-origin investigations and evaluation of pesticide mis-applications.

  • Perform RCRA hazardous waste and TSCA classifications and remediations
  • Project Manager and Environmental Scientist for numerous BUST, ISRA,
  • TSCA, RCRA and NJDEP sampling plans, remediation investigations and clean-ups
  • Perform audits of disposal facilities
  • Oversee RCRA hazardous, universal and listed material and waste storage programs
  • Conduct Phase I and Phase II environmental site assessments for real estate evaluation risk assessments and property transfers
  • Direct and supervise many site investigations and/or remediations involving hazardous contaminants, such as petroleum, chlorinated solvents, heavy metals, pesticides and PCB contamination of soil and groundwater at sites in NJ, NY, PA, CT, MD, VA, IN, IL
  • Responsible for project planning, cost estimation, scheduling, budgeting and supervision of field operations for subsurface investigations and site remediation at industrial, commercial, government and residential facilities
  • Provide consultation to insurance carriers for coverage evaluation and determination and oversight of environmental consultants and contractors with regard to satisfying environmental claims
  • Provide project planning, cost estimation and supervision for biological remediation
